With effect from 30 December 2022, iCMS will be implemented for (a) Summonses including Departmental and Private Summons, Driving Offence Points Summons and Fixed Penalty Summons; and (b) Notices including Departmental Notice, Fixed Penalty Notice and Fixed Penalty Recovery Order in the Summons Courts of the Magistrates’ Courts.

Q2Who may submit electronic application for court records by means of iCMS?

Individual User (“IU”) account holder and Organization User (“OU”) account holder (for Organization Account) may submit electronic application for court records by means of iCMS.

No. PA/SA has to create an OU account of his/her own before he/she can submit electronic application for court records by means of iCMS.

Q4How does an IU/OU account holder submit electronic application for court records by means of iCMS?

To submit electronic application for court records by means of iCMS, an IU/OU account holder is required to login his/her registered user account. Select “Magistrates’ Courts” ➔ “Inspection of Document” ➔ “Electronic Application for Court Records”, input case number so required.

Set out below is a list of examples of court records which are available for electronic application for court records by means of iCMS:

Yes, an IU/OU may apply for more than one type of court record in the same application.

Yes. If there are more than one court hearing for the case, all the past hearing dates would be shown for selection.

When an IU/OU applies for the transcript of court hearing, he/she will be asked to indicate if the estimated transcript fees are required. If he/she wishes to know the estimated transcript fees, he/she can indicate his/her preference in the application. After his/her application is processed by the Court, a message will be sent to his/her Message Box under iCMS informing him/her of the estimated transcript fees for confirmation.

Yes. If he/she has indicated his/her preference to receive the estimation of transcript fees in the application, he/she may, by providing response to the estimation of transcript fees via the “Enquire Electronic Application for Court Records” function, withdraw only the request for transcript, but not the remaining requests for court records as they may have been processed.

In general, an IU/OU may apply for hard copy and electronic copy for most of the court records. For audio record, only Tape, CD or DVD will be provided.

Yes. If you are neither a case party nor its legal representative, or if your account is not linked up with the case, you are required to provide reason(s) for the application or supporting document(s) in the application for consideration by the Court.

In that case, you have to use the conventional mode (i.e. by paper application) for making the application for court records directly to the relevant Magistrates’ Courts. Please note that concessionary fees will not be applicable to application made by the conventional means.

Yes. An acknowledgement (including therein application reference number and submission date/time) for confirmation of the receipt of the submission of the application will be provided right after each successful electronic submission of the application for court records by means of iCMS.
An IU/OU account holder is advised to keep record of this acknowledgement for reference or enquiry. In parallel, an acknowledgement message will be sent to his/her Message Box under iCMS.
Q15What do I need to do after I have submitted the application?

You may enquire the status of your application via function of Enquire Application for Court Records. If the application submitted is processed by the Court, you will receive a message for subsequent procedures.
