Which types of proceedings in the Magistrates’ Courts are covered in the “Enquire Summons and Notice” function of the integrated Court Case Management System (“iCMS”)?

With effect from 30 December 2022, iCMS will be implemented for (a) Summonses including Departmental and Private Summons, Driving Offence Points Summons and Fixed Penalty Summons; and (b) Notices including Departmental Notice, Fixed Penalty Notice and Fixed Penalty Recovery Order in the Summons Courts of the Magistrates’ Courts.

Please refer to the implementation notice(s) issued by the Chief Justice currently in force. The information can be found on the Judiciary’s dedicated webpage.

Who can use the Enquire Summons and Notice function?

A party of a Summons or a Notice who has registered for an Individual User (“IU”) account (for litigant-in-person) or an Organization User (“OU”) account (for an organization) may enquire Summons and Notice under iCMS.

How does an IU/OU account holder enquire Summons and Notice by means of iCMS?

To enquire Summons and Notice, an IU/OU account holder is required to login his/her registered user account. Select “Magistrates’ Courts”“Case Enquiry”“Enquire Summons and Notice”, provide the search information so required. He/She then can make enquiry to the case details.

Apart from OU account, there are Primary Administrator (“PA”) and Secondary Administrator (“SA”) accounts in an organization. Can a PA or an SA account holder enquire Summons and Notice by means of iCMS?

No. PA/SA has to create an OU account of his/her own before he/she can enquire Summons and Notice by means of iCMS.

I am an OU account holder, what I need to do before enquiring Summons and Notice under iCMS?

Unless PA (or SA) of your Organization assigns the case to your account, you cannot carry out enquiry by means of iCMS. If necessary, please seek assistance from your PA (or SA) for case assignment.

If PA (or SA) of your Organization assigns court cases according to case profile (e.g. Comprising Court of Magistrates’ Courts) to designated OUs, no account link-up of such type of cases will be required.

How can a PA (or SA) assign a court case to OUs?

To assign a court case to OUs, please login your PA (or SA) user account, select “Assign default OU Account(s) and court case(s)”“Assign court case(s) to OU Account(s)”.

It should be noted that SA should have been granted with the requisite rights i.e. “To link-up case to OU Accounts (all branches)” or “To link-up case to OU Accounts (same branch)” before he/she can assign a court case to OUs.

I am an IU account holder, how can I link up my IU Account with a court case in which I am a case party? What I need to do before enquiring Summons and Notice under iCMS?

Before enquiring Summons and Notice, your IU account will need to link up with the court case by filing document(s) such as Notice of Consent to Transact with the e-Court by means of iCMS. Court staff will then verify the document(s). If the document(s) submitted are found to be in order, your IU Account is then formally linked up with the court case. You may proceed to enquire Summons and Notice as necessary. Please refer to the following reference materials on the Judiciary’s dedicated webpage for more information on document filing:

Is payment required for enquiring Summons and Notice under iCMS?

No.

Can all types of documents be enquired? If not, what types of documents can be enquired using iCMS?

No. Only specified documents can be enquired via the function of Enquire Summons and Notice. Attached is a list of applicable documents for Magistrates’ Courts Summons Cases.

Yes, you may download or print the documents when you are making enquiry via iCMS.

I am not a registered user. Can I enquire the case using iCMS?

No. Please refer to Q2 for whom can do so.

How to enter the case number to facilitate searching?

Standard format of case number is [“Case Prefix” “Serial Number”/“Case year”]. Please enter the case number without space between the serial number and case year.
